<p><P>PROBLEM TO BE SOLVED: To provide a monitoring and controlling device for confirming linkage relation of a relevant apparatus by giving an operation command same as that of an actual operation prior to the actual operation when a plurality of apparatuses in linkage relation are operated, and detecting an error in an early stage even when linkage is erroneously set, so as to perform correction. <P>SOLUTION: A switching means 16 is switched to a simulated command mode prior to the operation of the apparatuses 12. When the operation command is performed, an action command to the relevant apparatus is outputted from a linkage table 14 with the mutual interrelationship of the apparatuses set therein. When the switching means 16 is switched to the simulated command mode, the action command is not outputted to the relevant apparatus 12 but inputted to a virtual signal generating means 18. The virtual signal generating means 18 generates the virtual action signal of the apparatus. The generated virtual action signal is inputted to a display control means 19, so as to allow a display device 15 to perform displaying in a state which is different from that of an actual action signal. Consequently, the actual operation is performed after visually checking a linkage range.
