PROBLEM TO BE SOLVED: To suppress production of black spots or color spots caused by stabbing of a conductive foreign matter on the surface of an image carrier in a transfer region and to suppress out of color registration due to deformation of a belt caused by the stress when the belt is driven. SOLUTION: The belt member is circulatedly moved in a prescribed direction while passing a transfer region nipped by an image carrier which carries a toner image on its surface and a transfer roll which transfers the toner image carried by the image carrier onto a prescribed transfer face, wherein the dynamic hardness of the belt surface 30a in contact with the surface of the image carrier 11 is specified to 10 to 20.
