PROBLEM TO BE SOLVED: To provide a circuit pattern forming toner with which a fine conductor pattern can be obtained, a method of manufacturing the same, and a circuit pattern forming method by which a high-precision fine circuit pattern can be formed even after printing on a large number of sheets. SOLUTION: The circuit pattern forming toner contains hydrophobed mixed particles which comprise conductive particles comprising a metal or its oxide and inorganic oxide particles having a smaller particle diameter than the conductive particles and insulating resin layers coating the surfaces of the mixed particles, wherein the insulating resin layers have an electrical property by which the layers are charged to one polarity and the layers are formed by a phase separation process with a nonaqueous emulsion. The toner is obtained by adding conductive particles comprising a metal or its oxide, a charge control material, and an insulating resin to a dispersion medium incompatible with the resin, kneading those under heating at a temperature equal to or below the softening points of the resin and the dispersion medium, dissolving and removing the dispersion medium, and locating a plasticizer on the surfaces of the resulting resin coated conductive particles.
