A low reflectance conductive film and colored low reflectance conductive film for improving conductivity, suppressing lowering of conductivity as the time elapses, maintaining the reflectance and scratch- resistance, and having a low reflectance function. A manufacturing method of them and a substrate having them are also disclosed. The low reflectance conductive film consists of at least two films: a conductive film containing conductive minute particles and a low refraction film formed on the conductive film and having a lower refraction than the conductive film. The conductive film contains a resistance lowering material. The manufacturing method of the low reflectance conductive film includes a step of applying a conductive film forming liquid containing conductive minute particles onto the substrate and a step of applying a low refraction film forming liquid containing a resistance lowering material, thereby forming a low reflectance conductive film.
