<p><P>PROBLEM TO BE SOLVED: To provide a network with a large throughput and a small oscillation in throughput and enhance a usage ratio of a data cell in low-speed region while an in-network node structure is simple, there is no data cell discard, and PCR transmission is feasible. <P>SOLUTION: In a low-speed region, a cell is sent out at a cell acceleration ratio with a cell-rate increasing rate smaller than the cell acceleration. In a high-speed region, the cell is sent out at cell acceleration with a cell-rate increasing rate smaller than the cell acceleration ratio. In the low-speed region, one FRM cell is sent out whenever a prescribed number of data cells are sent out. In a transmitter, it should not be immediately reduced to a minimum rate if a convergence prediction notification is received. At the start of transmission, a dummy cell is received by a PCR from a terminal device on the sending side, and the cell rate is increased from the minimum rate to the PCR.
