PROBLEM TO BE SOLVED: To provide a flash charging circuit which performs high-speed boosting operation at a high conversion efficiency and prevents a rush-in current for preventing abrupt voltage drop of a battery. SOLUTION: The flash charging circuit comprises a first V/I converter 11 connected to a battery 2, a first capacitor 12 connected to the first V/I converter, a first comparator 13 which compares the voltage of the first capacitor to a first reference voltage, a second V/I converter 14 connected to a main capacitor 6, a second capacitor 15 connected to the second V/I converter, and a second comparator 16 which compares a voltage of the second capacitor to a second reference voltage. It also comprises a control signal generator 17 wherein two control signals of inverted phases are generated from the outputs of the first and second comparators, and on/off control is performed with a switching element 3 that turns on/off a primary coil of a step-up transformer 4 using one control signal, and, discharge control is performed with the first capacitor when the switching element is turned off while a discharge control is performed with the second capacitor when the switching element is turned on by the other control signal.
