PROBLEM TO BE SOLVED: To provide a composite refractory building material having lightweight retardancy and non-combustibility regarding a combustible material as a base material. SOLUTION: The composite refractory and heat insulation board comprises a combustible base material 2 constituting a body part of the building material, and a fireproof portland cement 4 coated through a fireproof adhesive 3 on the surface of the base material 2. The fireproof portland cement 4 is obtained to knead a liquid component blending a resin solvent, a foaming agent generating non-combustible gas by fire and heat, a carbonization layer forming substance forming a carbonization layer by foaming under fire and heat, and a coating carbonization layer forming catalyst coated thinly with a water resistant resin to perform microcapsulation to a powder component containing a calcareous aggregate.
