PROBLEM TO BE SOLVED: To adaptively make a low priority flow to be maximum while a high priority flow is maintained in a desired level in an ad hoc radio network. SOLUTION: When packet signals of respective packets flow from a calling source radio station to a destination radio station are received by using an antenna, a packet arriving interval (PAI) of the high priority flow is calculated at every azimuth, and it is stored in a database memory 154 as a PAI table. In the case other than the calling source radio station of the low priority flow, the packet signal including PPAI having a larger value between the largest packet arriving interval (PPAI) of the high priority flow in a PAI table and PPAI included in the packet signal when the packet signal is received is inversely transmitted to the calling source radio station of the low priority flow so as to transmit it. In the case of the calling source radio station of the low priority flow, a packet injection interval (PIR) of the low priority flow is calculated and controlled based on PPAI.
