PROBLEM TO BE SOLVED: To provide a packaging and applicating apparatus by which the satisfactory feeding of a substance to an applicator member, and the reliable holding of the applicator member in a supporting body are made possible. SOLUTION: This packaging and applicating apparatus for the substance has a container which houses the substance, and the preferably elastically compressible applicator member which is equipped with a holding skirt being fixed to the container. The holding skirt extends axially, and has a radial internal surface. The container is equipped with the supporting body which comes into contact with and extends to the radial internal surface of the holding skirt. The supporting body comes into contact with the radial internal surface of the holding skirt extending to one total rotation or lower around the axial line to at least a part of the height of the supporting body in the axial line.
