<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus which taking into consideration saving of energy realizes appropriate control of preheat temperature. <P>SOLUTION: A system control part 19 detects the result of time measurement with a time measuring means 13, decides the operating time interval of the image forming apparatus, based on the result of the time measurement, and stores the operating time interval in an operating time interval storage means 14. The part 19 allows an automatic preheat shifting time calculating means 16 to calculate the mean value of the operating time interval, based on the stored operating time interval, authorizes the calculated mean value of the operating time interval as automatic preheat shifting time, and confirms the start of use for the image processing device by the time the automatic preheat shifting time elapses, after finishing using the image forming apparatus, and shifts the image forming apparatus to a preheat state by a preheat shifting means 15, when the start of using the image processing device is not confirmed.
