PROBLEM TO BE SOLVED: To discharge surely discharged soil equivalent to solidifying material slurry in order to reduce displacement in a mixing treatment method of high-pressure jetting the solidifying material slurry with raw soil. SOLUTION: The invention is an agitating device including a ground push-up disc (6) whose radius is the same or smaller by 10 cm or less, preferably 5 cm than a radius of an agitating blade (5) provided on a stem of an injection rod (2) with an excavating blade on its tip. Also the push-up disc whose projected planar configuration is a circular added with an overlapped fan shape having a central angle of about 10 degrees or an almost circular is formed in a helix with a slope of 10-20 degrees. In drilling the soft ground (11), a stepwise drilling method of multiple drilling or jetting drilling water with low pressure is executed, so that the soft ground contained within the diameter of an agitating part formed by the agitating blade (5) and the diameter of the ground push-up disc (6) is separated from an area outside the diameter by a cylindrical mud-water membrane (12). Therefore the shearing resistance of the ground when the soft ground contained within the diameter of the ground push-up disc (6) is pushed upward is reduced, thus enabling the discharge of the soil.
