PROBLEM TO BE SOLVED: To prevent engine stall in starting travel when using an exhaust gas control engine having small output torque. SOLUTION: This control device comprises a variable displacement hydraulic pump 10 to be driven by the engine 20, a travel pedal 14a for setting a controlled speed Nθof the engine 20, a controller 40 (a speed control part 40B) for controlling an engine speed Nr corresponding to the controlled speed Nθset by the travel pedal 14a, a primary delay filter 55 for outputting the controlled speed Nθwith delay, a controller 40 (a torque control part 40A) for computing input torque T2 corresponding to the controlled speed Nθ1 output from the primary delay filer 55, and a regulator 30 for the input torque T2 for controlling pump output torque.
