PROBLEM TO BE SOLVED: To manufacture a panel structure by placing concrete on a steel plate and enhance bonding strength of the steel plate and concrete and durability. SOLUTION: This panel structure is constituted in such a way that an adhesive 2 made of mortar in which rubber latex is mixed is provided between the steel plate 1 and the concrete 3 placed on the steel plate 1.
