It is found out that a novel DNA comprising the base sequence represented by SEQ ID NO:1, that has a fundamental sequence (SEQ ID NO:2), has functions as an initiator and a promoter. Thus, it is intended to provide a novel DNA comprising the base sequence represented by SEQ ID NO:1; a DNA comprising a base sequence wherein the 5'-end of the base sequence represented by SEQ ID NO:1 is added to the 3'-end of a DNA comprising one or more of the fundamental sequence (SEQ ID NO:2); the above DNA further containing a structural gene; a vector having the above DNA inserted thereinto; a transformant having the vector transferred thereinto; a method of regulating gene expression or a method of producing a protein with the use of any of the DNA, the vector and the transformant as described above; and a reagent kit containing any of the DNA, the vector and the transformant as described above.
