PROBLEM TO BE SOLVED: To distribute loads accompanying turning control, to surely execute supporting, to facilitate working, and to lower costs without increasing manufacture processes. SOLUTION: In a turning controller in which an armrest 4 is provided on the side part of the backrest seat of a seat so as to be freely vertically turned by a shaft 7 in a horizontal direction, a backrest bracket 5 having at least a side plate 42 is fixed to the backrest frame 5 of the backrest seat, and a pair of projected lines 46 and 47 having a prescribed length in a circular arcuate shape concentric to the shaft 7 are projected to the outer side and provided at a prescribed interval on the backrest bracket 6. On the armrest frame 8 of the armrest 4, a pair of stopper projections 51 and 52 projected to the backrest frame 5 are provided by changing phases for 180 degrees so as to be moved concentrically to the projected line 46 and the projected line 47 between the projected line 46 and the projected line 47.
