An information recording medium (110), such as a semiconductor memory card, comprises a first semiconductor memory (118) that is accessed in relatively small access units and that has a first recording area (121) in which file system management information is stored; a second semiconductor memory (119) that is accessed in relatively large access units and that has a second recording area (122) in which file data (entity data of files) are stored; and control means (112) for controlling the first and second semiconductor memories. During data write operation, the information recording medium (110) selects one of the recording areas of the first and second semiconductor memories (118,119) according to the data type, and writes data into the selected recording area.
