The device contains the body and the cover made out of the dielectric material, the anode, the cathode and the arranged in the middle part of the anodic cavity branch pipe for introduction of the working solution. The body has the internal boss with the axial hole. The anodic cavity is connected with the cathode cavity by means of a slit in the form of the clearance between the butt surface of the internal boss of the body and the lower butt of the cover. At that the clearance is made with the capability of its adjustment by relocating the cover. The anode is made in the form of the cylinder vertically arranged in the anodic cavity. The cathode is made in the form of the cylinder with then axial hole and is inserted into the upper part of axial hole of the internal boss of the body. The axial holes of the cathode and the internal boss of the body form the channel for withdrawal of the heated solution, the axial hole of the cover serves the channel for the outlet of the gases, and the anode and the cathode are connected to the power supply unit having the pulse generator.
