The device has a bobbin (1) on which a handling rope (2) is wound. The rope is maintained in a groove (3) by a case (4). The rope is guided towards the groove by a passage (5) made by an opening of the case that is closed on its upper part by a unit (6) and on its lower part by the case. The bobbin has a notch (8) on the upper part opposite to a base of the case to insert the rope and to permit positioning of rope in the groove.
