A process for producing a catalyst which is for use in producing methacrylic acid by catalytically oxidizing methacrolein in a vapor phase with molecular oxygen and which contains given atoms in a given atomic proportion, characterized by comprising: (i) a step in which a solution or slurry (liquid (I)) containing at least molybdenum (Mo), phosphorus (P), and vanadium (V) is prepared; (ii) a step in which a solution or slurry (liquid (II)) containing ammonium radicals is prepared; (iii) a step in which one (liquid (PR)) of the liquids (I) and (II) is introduced into a tank (tank (A)) and the other liquid (liquid (LA)) is poured on a continuous region in the surface of the liquid (PR) introduced into the tank (A), the continuous region accounting for 0.01 to 10% of the whole area of the surface of the liquid (PR), to thereby prepare a mixture of the liquids (I) and (II); and (iv) a step in which the resultant solution or slurry, which contains a catalyst precursor comprising all the catalyst ingredients, is dried/burned.
