When combining two reception signals (#1, #2) of different reception routes by a combiner (2), control to obtain a maximum level of the combined signal (maximum level combination control), control for combining with identical phase, control for minimizing the combined signal waveform distortion (minimum amplitude deviation combination control), and control for satisfying both of the minimum amplitude deviation combination control and the maximum level combination control are added. These are alternately switched in an EPS (endless phase shift) control circuit (8) according to the level detection output (101) and the waveform distortion detection output (102). These controls are performed by controlling the EPS (1) and control the phase of the reception signal (#2). With this configuration, it is possible to obtain stable phase control and improve system stability even in a region where the level is hardly changed by the phase rotation of the reception signal.
