The route alternatives for lifts are determined based on active calls and lift state. The waiting time for arrival of lift to call input floor, ride time in lift and delay caused by intermediate stops made between source and destination floors are determined for the route alternatives, to calculate passenger traveling time. The lifts are allocated based the route alternative that provides shortest waiting/traveling time. Independent claims are also included for the following: (1) system for allocating lifts; and (2) program for allocating lifts.
