The device has pinions (6) and toothed portions (18, 18) for mechanically coupling a pair of scissors (1,1) in rotation around their rotational axes permitting simultaneous and symmetrical relative displacement of cutting blades (2, 2) with respect to a median axis (XX). The blades present a semi-circular profile that is concave and symmetrical with respect to the median axis. An independent claim is also included for a process of cutting a cigar.
