PROBLEM TO BE SOLVED: To provide an AC operating electroluminescent (EL) element for achieving high light-emitting luminance further exceeding not only a conventional distribution type element but also a thin film type element and suppressing the unevenness of light emission while having a distribution type structure relatively easy to produce the EL element. SOLUTION: The EL element having a light-emitting layer (14) containing fluorescent particles (14a) and an insulating layer (16) containing inorganic dielectric substance. The total thickness of the layers (14, 16) is less than 15μm, and the EL element starts light-emission at an average electric field between electrodes (12, 18) of the EL element of not less than 0.05 MV/cm.
