PROBLEM TO BE SOLVED: To construct a vertical wall by making an earth structural material such as a subgrade material, a fill, a cutoff material, a core material, a filler and an embankment containing water in such a state as to be capable of being roller-compacted by a heavy machine by adding, in a specified ratio, sandy soil, earth produced at the site, slag, reclaimed sand, slurry, fly ash, etc., water, a mixture of cement, gypsum, quick lime, etc., as an improver into crushed rock, crushed stone, cobble stone, slag, concrete lump, etc. each having a different strength and a particle size and stirring the resulting mixture, and filling the mixture stirred as described above in the back side of a light-weight panel. SOLUTION: Improvement soil made by using cut and crushed rock produced in construction is roller-compacted. A reinforcement rod or/and wire netting is placed in the interior for reinforcement.
