PROBLEM TO BE SOLVED: To provide a jetting stirring method capable of erecting a pile with a desired diameter by accelerating hardening of a ground hardener and preventing the ground hardener from flowing outside and capable of treating sludge accompanying reclamation as general surplus soil, and a jetting stirring apparatus. SOLUTION: Jetting sections having nozzles 61, 62, 71 and 72 are provided on the upper side and the lower side of the bottom end of the multiple-layered pipe rod 3, and compressed air and water 9 are jetted together from the jetting sections 61 and 62 provided on the upper side to cut the ground to be improved within a specified reclamation length and the sludge is discharged above the ground surface through an excavated hole 11. The jetting nozzles 71 and 72 jetting the air and the water in opposite directions are formed in the jetting section on the lower side. Within the region of the ground to be improved, a ground improvement medium 12 containing a cement milk as a primary constituent and a reaction material 13 having a characteristic of curing the cement milk are, respectively, jetted from one jetting nozzle 71 and the other jetting nozzle 72, to quickly cure the medium 12 with the reaction material 13 to construct the pile 82 with a specified diameter.
