PROBLEM TO BE SOLVED: To provide a cutter by which a mouth part of a plastic bottle can be simply cut and separated from a neck and which has a safe structure and is suitable when used by a child. SOLUTION: The cutter has a gripping body, which is composed of an outer cylinder (a gripping part) and an internal column (an insertion part) eccentrically arranged in the outer cylinder and has a through-hole at a position equivalent to the axis center of the outer cylinder, a rotating shaft freely rotatably inserted to the through-hole, a handle, which is horizontally freely rotatable around the axis center of the gripping body fixed and pivotally supported to the rotating shaft, and a flat blade which is the flat blade having the body length of not exceeding the diameter of the inner column even at its longest length, in which one end side of the longest shaft is fixed and pivotally supported to the end side of the inner column bottom face of the rotating shaft, and whose cutting edge is horizontally freely rotatable by interlocking with the handle. The cutting edge of the flat blade is rotated by interlocking with the handle and protruded in the outer peripheral direction of the insertion part. A cut is made to the bottle neck.
