The data base module comprises: means for collecting actual competence values with respect to actual or prospective employees in a company for the establishment of actual competence profiles, means for collecting target competence values with respect to at least one person for the establishment of a target competence profile, and comparison means for taking at least one measure on the basis of a comparison of the actual competence values and the target competence values.
