<P>PROBLEM TO BE SOLVED: To improve the startability of a vehicle while securing good startability of an internal combustion engine by performing zero lift control during stopping the engine. <P>SOLUTION: In section 21, when determining that an ignition switch is in an ON-state, whether a vehicle speed is a preset value or lower or not is determined in a section 22. When determining that it exceeds the preset value, return to the section 21 is executed. When determining that it is the preset value or lower, a control signal is output to an electric actuator 29 to control the valve lift property of an intake valve 12 to be zero lift in section 23.
