<P>PROBLEM TO BE SOLVED: To provide an apparatus, a method and a program that group power customers of low load factors to create power demand of a high load factor. <P>SOLUTION: When two load patterns are grouped, load patterns whose peak points and bottom points are separated on a time base are grouped. Candidate customers are sorted by priorities given so that, in a given period, the candidate customer who has the peak at the point separated by half the given period from the peak point of the load pattern of a core customer is given the highest priority, and the priority is reduced as it becomes closer to the peak point of the core customer. <P>COPYRIGHT: (C)2005,JPO&NCIPI |
