PROBLEM TO BE SOLVED: To provide a backlight device capable of realizing a low power consumption and a display device mounting this. SOLUTION: The backlight unit 30 comprises a surface light-emitting body 20 emitting light according to a driving signal supplied and a luminescence control part 31 for supplying the driving signal to the surface light-emitting body 20. The surface light-emitting body 20 has a surface luminous layer and first electrode layers 22A, 22B and a second electrode layer 26 clipping the surface luminous layer, and is arranged at the back of the display panel. The luminescence control part 31 supplies the driving signal to the first and second electrode layers 22A, 22B, 26 and can make the surface light-emitting body 20 emit light. The first electrode layer is divided into a plurality of electrode members 22A, 22B and the luminescence control part 31 supplies the driving signal to each of the plurality of electrode members individually.
