PROBLEM TO BE SOLVED: To provide a solid-state imaging apparatus that is downsized because of no need of a mechanical shutter and carry out photographing of an image with high image quality at low illuminance. SOLUTION: Illuminance L is measured (step S100), an operating mode is set in response to the illuminance L (steps S101, S102, S111), and an electric charge storage time T is set (step S103). When the illuminance L is smaller than a prescribed illuminance L2 (NO in a step S104), a gain is set in accordance with the illuminance L (step S106). Then electric charges stored in each pixel of a solid-state imaging element is discharged (step S106), and storage of the electric charges is started (step S107); When the illuminance L is smaller than a prescribed illuminance L3 (NO in a step S108), an electronic flash is lit (step S109), and thereafter the solid-state imaging device sequentially transfers the electric charges stored in each pixel (step S110).
