PROBLEM TO BE SOLVED: To provide a fixing member having the excellent smoothness of the surface of a releasing layer so that the sticking of toner is restrained and the fixing member is made good in durability, and facilitating performance control in manufacture. SOLUTION: A thermal fixing roller 29 is obtained by forming the releasing layer 37 principally composed of PFA resin or PTFE resin on its surface layer coming into contact with the toner T on paper P, and is constituted so that the roughness curve of the surface of the layer 37 may satisfy Sm≥150μm andλa≤40μm when it is assumed that the mean interval of ruggedness obtained under condition that reference length by JIS standard BO601 is 2.5mm and a cut-off value thereby is 0.25mm is Sm, and the mean wavelength of the ruggedness expressed by using arithmetic means roughness Ra and a mean tilt angleθa isλa=2π×(Ra/θa).
