PROBLEM TO BE SOLVED: To constitute a constituting member to be a base for assembling a headrest main body in a rockable manner, on which a stopper for positioning and locking the headrest main body in a normal attitude and a front lowered attitude is abutted, by a metallic headrest frame. SOLUTION: The headrest frame 2 provided with bearing pieces 20 and 21 to be applied to the horizontal shaft part 12 of a headrest stay 1 on a lower end edge is formed of a metallic plate, the bearing pieces 20 and 21 of the headrest frame 2 are applied and arranged to the horizontal shaft part 12 of the headrest stay 1, elastically deformable leaf springs 3a and 3b holding the horizontal shaft part 12 of the headrest stay 1 in-between are bridged and mounted between the plate surface of the headrest frame 2 and the lower end parts of the bearing pieces 20 and 21, and the headrest main body 4 assembled with the metallic headrest frame 2 as the base is provided.
