PROBLEM TO BE SOLVED: To provide a cationic polymer particle on the surface of which a cationic group exists in a high density and to provide its manufacturing process. SOLUTION: The cationic polymer particle is characterized in that a polymer (A) having a specific cationic group intermingles with a polymer (B) not having a cationic group to form the polymer particle. The manufacturing process of the cationic polymer particle is characterized in that in an aqueous medium containing the polymer (A) having the specific cationic group, a non-cationic radically polymerizable monomer is polymerized using a radical polymerization initiator.
