PROBLEM TO BE SOLVED: To answer an appropriate result, even when a new path exists after a path search, and to shorten the required time from the validity confirmation request of a public-key certificate, from an end entity until the result is found. SOLUTION: A certificate validity confirming office periodically searches and verifies paths and invalid certificate list, in advance, and in accordance with a result of the verification, paths are classified into valid paths and invalid paths and registered in a database. When the validity confirmation of a certificate is requested from the end entity, it is investigated whether the path corresponding to the request is registered in a valid path database or in an invalid path database, and the validity of the public key certificate is decided. When the path corresponding to the validity confirmation request is not registered in the databases, the path is newly searched and verified, thereby confirming the validity of the public key certificate.
