PROBLEM TO BE SOLVED: To provide a transmission system for surely and collectively detecting failures of a transmitting device control terminal itself for controlling a transmitting device, and its failure detecting method. SOLUTION: A plurality of transmitting device control terminals 20 in a control center 10 are provided with a monitoring application 21 for monitoring failures of the terminals 20, a relay circuit is conductively driven according to a monitoring result, and an earth potential potential signal is looped between an earth potential potential monitoring device 30 and the terminal 20.
