PROBLEM TO BE SOLVED: To inexpensively and easily perform the priority control of a packet in a pseudo way for a small-scale network although a network service corresponding to the priority control cannot be used.

SOLUTION: A prioritizing coding section 19 codes an inputted digital audio signal into a plurality of prioritized codes by a scalable coding method, and generates the plurality of codes into prioritized audio packets corresponding to their priorities. A pseudo priority control router 41 transmits an audio packet having higher priority according to the priority of the audio packet to a line 43 having a band actually guaranteed to a receiver side, and transmits an audio packet having low priority to a line 42 having no guaranteed band.
