PROBLEM TO BE SOLVED: To prevent a thing from being left in a vehicle. SOLUTION: A state of the inside of the vehicle at the time of a driver getting into the vehicle is photographed with a camera 24 and stored in a memory of an image processing circuit 25 (100). A state of the inside of the vehicle at the time of the driver getting out of the vehicle is photographed with the camera 24 and stored in the memory of the image processing circuit 25 (102). The state of the inside of the vehicle at the time of the driver getting into the vehicle and the state of the inside of the vehicle at the time of the driver getting out of the vehicle are compared, and judgement is made whether there is a thing left behind (105).
