PROBLEM TO BE SOLVED: To provide an organic EL device which is highly reliable and in which a uniform display property can be obtained. SOLUTION: A bank section 112 which demarcates each picture element is provided at a location surrounding a picture element electrode 111. This bank section 112 is made by laminating an inorganic insulating film 112a, a metal film 112b, and a liquid repellent film composed of a fluorine-contained sulfur compound in order. Then, a functional layer 110 containing a luminous layer 110b is arranged at the location on the picture element electrode surrounded by the bank section 112, and a counter electrode 12 is provided so as to cover the bank section 112 and the functional layer 110.
