PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which has high sensitivity and is free of density unevenness etc., and a method for manufacturing the same. SOLUTION: The electrophotographic photoreceptor formed from a coating liquid for a charge generating layer which contains a phthalocyanine pigment of≤0.3μm in average grain size, a polyvinyl acetal resin having≥30 mol% hydroxyl group, an organic solvent and 0.01 to 0.99 wt.% moisture and is subjected to dispersion treatment by implementing, a plurality of times, circulation of a dispersion between at least a dispersion chamber and a circulating tank in which an adsorbent is immersed at a liquid temperature of≤10°C and a method for manufacturing the same, and the image forming apparatus and the process cartridge for the image forming apparatus are provided.
