PROBLEM TO BE SOLVED: To provide a charging member which has small unevenness in resistance, achieves uniform charging performance, ensures little variation in resistance during long-term use, is excellent in wear resistance and non-adhesion, and has no sticking property to a photoreceptor during long-term pressure contact. SOLUTION: An electrically conductive elastic body constituting the charging member comprises at least two or more ionic conductive polymeric materials forming a sea-island structure and a filling rate of a filler contained in island parts is higher than that in a continuous phase which is a sea part, wherein an average size of the island parts is 0.01-1μm and an insulating inorganic compound having a hydrophilic group on its surface, such as silica is used as the filler.
