PROBLEM TO BE SOLVED: To providing a roofing base material that can be fixed to roofing boards without using a Tudura needle and does not require a release sheet necessary in the past. SOLUTION: The roofing base material comprises a laminated material having a slide preventive layer, a moisture permeable/waterproof layer and an adhesive layer. The adhesive layer is provided on a side of the slide preventive layer opposite to the side having the moisture permeable layer with sandwiching the permeable/waterproof layer. The laminated material has a moisture permeation resistance of 1.0 m<SP>2</SP>s Pa/μg or less. Further, in this roofing base material, the shearing adhesive strength of the adhesive layer surface to the plywood as roofing boards is 10 N/12.5 cm<SP>2</SP>or more, and that to the nonslip layer surface is 50 N/12.5 cm<SP>2</SP>or less.
