PROBLEM TO BE SOLVED: To reduce cost as a whole by reducing the number of closing parts as well as the number of directions of boring and attachment directions of check valves. SOLUTION: A pair of passage holes obtained by boring along the same direction are provided almost in parallel at least on one of a body or a cover, a variable throttle valve is assembled in order to communicate the passage holes, four holes are bored from a bottom wall of a recessed part or an inner surface of the cover, four check valve assembly holes for communicating with ends of one of the passage hole and ends of the other of the passage hole are provided, the check valves are assembled in the check valve assembly holes, the check valve inserted into the one passage hole constitutes an upstream side check valve allowing only the flow along the direction where the fluid flows out of a fluid chamber, and the check valve inserted into the other passage hole constitutes a downstream side check valve allowing only the flow along the direction where the fluid flows into the fluid chamber.
