PROBLEM TO BE SOLVED: To secure a desired burglar-proof function and actuate the lowest limit of drive of a car body during the operation of the burglar-proof system without interposition of an identification number. SOLUTION: The present device is provided with a car body, an engine 1, a main pump 2, a hydraulic actuator not displayed in the drawing, a burglar-proof controller 40 outputting car motion limit signals, provided in a construction machinery having a car body controller 13, and a communication circuit 42 connecting the burglar-proof controller 40 and the car body controller 13. The burglar-proof controller 40 is formed of a controller retaining the engine 1 to be drivable in the state output the car body motion limit signals, the car body controller 13 includes a discriminating means discrimating whether the car body motion limit signals from the burglar-proof controller 40 are input or not and a flow rate limit means regulating the supply flow rate to the hydraulic actuator in a predetermined low flow rate when it has been judged that the car body motion limit signals has input.
