PROBLEM TO BE SOLVED: To provide an easy means of manufacturing a necessary amount of a highly qualified rubber sheet reinforced with cords in case of necessity, and to enable limited production in a wide variety of a tire belt material, a tire body ply material and the like with a compact apparatus by variously changing the cord material, the arrangement angle of the cord and the like. SOLUTION: The manufacturing apparatus of the rubber sheet reinforced with the cords has a cylindrical conveyor the surface of which continuously moves in the axial direction, and a rotation arm revolving around the outside of the cylindrical conveyor on the axis of the cylinder. The manufacturing method is characterized in that the cord coated with a rubber led by the rotation arm is continuously and spirally wound around the surface of the cylindrical conveyor while keeping the cord in contact with each other.
