PROBLEM TO BE SOLVED: To provide a fixing device and an image forming apparatus capable of flexibly reducing troubles in carrying a transfer paper, even under different conditions such as the kinds of paper and characteristic change in the paper due to a using environment. SOLUTION: The fixing device 6 is provided with a separation voltage apply roller 66 and a separation voltage source 67. The roller 66 is made of metal and arranged in contact with the inside of a pressure belt while facing a heat roller 61. A retrieval of a voltage storage part 11 is performed by a voltage setting part 10, and a separation voltage which corresponds to the kind of the transfer paper, distinction between a full color image forming mode and a monochromatic image forming mode, and the surface of the transfer paper to be carried to the fixing device next and where DC components and AC components are superposed is obtained by the part 10, and the obtained voltage is set in the separation voltage source 67. The separation voltage is supplied by the separation voltage source 67 to the separation voltage apply roller 66 so as to indirectly form an uneven electrical field on the pressure belt 62.
