PROBLEM TO BE SOLVED: To improve a taste of a game by effectively using the number of retained balls increased in a pinball machine performing a control to increase the number of the upper limit of the retained balls. SOLUTION: A CPU 56, in determining the number of start winning storage upper limit, determines the number of a start winning storage upper limit to be set newly and, if the number X of the start winning storage upper limit is the number exceeding the number of a regular upper limit (in this case, it is "4"), improves a start winning rate for improving an occurrence rate of the start winning. For improving the stat winning rate, the CPU improves, for example, an opening rate of a variable win ball device. Practically, the CPU 56 improves the opening rate of the variable win ball device by setting to improve a probability of a regular symbol becoming a win symbol, to shorten a time of varying the regular symbols, or to increase the opening time and the opening number of the variable win ball device.
