PROBLEM TO BE SOLVED: To provide electrolytically reduced water (1) that is produced by the electrolytic process and includes active hydrogen and is directly applied to scalp skin to promote hair growth. SOLUTION: The electrolytically reduced water for hair is stable, since it is basically water. The water is characteristically alkaline and can easily remove sebum around pores that cannot be removed with an ordinary shampoo. An extra amount of keratin on the scalp is removed by the promotive peeling action caused by the reductive action of the active hydrogen. Since it is small, the water molecule is infiltrated into the gaps in the pore and further skin cells and moist is given to scalp skin cells.
