PROBLEM TO BE SOLVED: To solve the problem that one channel for addition for generating circulation data is required in addition to a channel for circulation in order to transmit the circulation data. SOLUTION: Data generated in each of terminal devices are accumulatively multiplexed on a single circulation channel set between a plurality of terminal devices, and the multiplexed data are transmitted. The terminal device is provided with a data holding section 2A for holding the data multiplexed on the circulation channel while the data circulates around the circulation channel; an old data delete section 2B for reading old data written before a data holding period from the section 2A, and deleting the read data from the circulation channel; and a data multiplexing section 2C for multiplexing present data on the circulation channel after deleting the old data.
