PROBLEM TO BE SOLVED: To provide a simplified complementary means used when a constitutive conductor network of a structure 10 is insufficient or incomplete, or used to generate an electromagnetic field common to a plurality of independent structures or to generate a semi-static electromagnetic field outdoors, in the case an electromagnetic field for a wireless network is generated within the structure 10. SOLUTION: An auxiliary or substitutive conductor loop 31 for complementing an existent constitutive conductor network that the structure 10 includes is spread in a space 30 to form an electromagnetic field, and an exciting device 16 is connected thereto, so that a complete electromagnetic field is created.
